Political and economic conditions make Cambodia a difficult environment for achieving sustainable and equitable development. This detailed report provides findings of IDRC’s research capacity development and results, in partnerships with the Ministry of Environment, the Cambodia Development Resource Institute, and the community-based natural resources management (CBNRM) Learning Institute.Item Developing organizational capacity in Cambodia : organizational case study of the Ministry of Environment; capacity development for research - strategic evaluation (executive summary)(IDRC, Ottawa, ON, CA, 2008) Veer, CorThis is one of six organizational case studies towards furthering the IDRC’s understanding on how it can plan for, implement, and evaluate support for partners’ capacity development. Cambodia’s political tradition of patronage, where economic opportunities are dispensed to the politically connected, includes the natural resources sector. Moving away from legislation by decree (which had been the norm) towards policy-making more informed by research, requires building research capacity and fostering a culture of research within the Ministry of Environment (MoE). The Université Cheik Anta Diop (UCAD) is one of the oldest and most respected universities in West Africa with a large network of faculties, institutes, centres and schools.
