Outcome mapping (OM) is a methodology for planning and assessing development programming that is oriented towards change and social transformation. OM provides a set of tools to design and gather information on the outcomes, defined as behavioural changes, of the change process. Through the adoption and adaptation of Outcome Mapping (OM), the PM&E process has become embedded in the program management cycles and informs future planning. A monitoring and evaluation process facilitates opportunities to allow incorporation of emerging lessons, new responses to the environment, examination of intended and unintended results, and actively refining implementation strategies of the program. The logical framework approach (LFA) is often seen as sharing elements that characterize “traditional evaluation,” while Outcome Mapping (OM) leans towards elements that characterize “developmental evaluation.” This material is largely based on the document entitled “From Programme Management to Development Programmes: Comparative Study of Results-Based Management-Outcome Mapping” (Ortiz, 2004).Item Outcome mapping on the move : using ICT to assess changes in behaviour towards ICT(Evaluation Unit, IDRC, Ottawa, ON, CA, 2010) Kibaya, Patrick; Ambrose, Kaia; Earl, SarahThis study tracks healthcare workers’ use of PDA’s, and their usefulness in project feedback and evaluation. Outcome Mapping was used to track the uptake and effective use of new communication technologies among health workers. But the handheld computers, or PDAs, also helped support Outcome Mapping: just as they were crucial for inputting and sending health-related data, they were also used to experiment with, and improve monitoring activities for the project. By uploading Outcome Mapping monitoring journals and related questionnaires on their PDAs, health workers were able to track their own and other boundary partners changes in behaviour regarding these new communication technologies.Item Positioning for change : using Outcome Mapping to guide institutional change within a Regional Development Bank(Evaluation Unit, IDRC, Ottawa, ON, CA, 2010) Ambrose, Kaia; Carden, Fred; Earl, SarahUsing the recommendations drawn from an operations audit and identifying the transition of the organization towards new behaviours necessary for sustaining strategic objectives, Outcome Mapping was able to articulate a human dimension of change. The process of using Outcome Mapping to construct the change management framework (CMF) involved mobilization of planning and assessment teams (Project Steering Committee and Change Management Taskforce). The process was guided and facilitated by an external consultant. It looks at trends associated with the diffusion of Outcome Mapping (OM) by examining virtual footprints of individuals engaging with OM and other OM users on the Internet. Interests, conversations, habits, economic and social trends can be seen through individual and collective footprints left on the web; when aggregated, trends in the real world can be determined by related trends in the virtual world. Using OM as a case study, can we trace the spread and diffusion of ideas around the world?
