Item Conceptual fusion of the logical framework approach and outcome mapping(Outcome Mapping Learning community (OMLC), 2009-05) Ambrose, Kaia; Roduner, DanielThis paper describes the rational for and the process of creating a fusion model incorporating OM and LFA. This is the output of an OMLC funded small-scale research grant.Item Considerations for learning-oriented monitoring and evaluation with Outcome Mapping(Outcome Mapping Learning community (OMLC), 2009-07) Ambrose, KaiaOutcome Mapping (OM) was developed both as a planning and a monitoring tool. And while it has been used successfully for both purposes, this brief focuses on OM as a monitoring and evaluation (M&E) approach. In particular, many users identified a need for clearer guidelines on how to make OM M&E more functional and constructive. This brief, based on various events, papers, workshops and conversations on the Outcome Mapping Learning Community (OMLC), attempts to respond to this need.Item Module on Step-0 : how to prepare for OM intentional design(Outcome Mapping Learning community (OMLC), 2009-10) Roduner, Daniel; Hartmann, OliviaExisting manuals make a lot of implicit assumptions about processes and preparations that have taken place before actually applying the OM approach. This module makes those assumptions explicit.Item Positioning for change : using Outcome Mapping to guide institutional change within a Regional Development Bank(Evaluation Unit, IDRC, Ottawa, ON, CA, 2010) Ambrose, Kaia; Carden, Fred; Earl, SarahUsing the recommendations drawn from an operations audit and identifying the transition of the organization towards new behaviours necessary for sustaining strategic objectives, Outcome Mapping was able to articulate a human dimension of change. The process of using Outcome Mapping to construct the change management framework (CMF) involved mobilization of planning and assessment teams (Project Steering Committee and Change Management Taskforce). The process was guided and facilitated by an external consultant. The study reports on this process. Unidad de Evaluación; Ambrose, Kaia; Earl, Sarah; Ongevalle, Jan Van; Nyangaga, JuliusItem Learning the way forward : adapting St2eep’s planning, monitoring and evaluation process through Outcome Mapping(Evaluation Unit, IDRC, Ottawa, ON, CA, 2010) Deprez, Steff; Ongevalle, Jan Van; Huyse, Huib; Ambrose, Kaia; Schaeffer, Heidi; Earl, SarahPlanning, monitoring and evaluation (PM&E) within the Secondary Teacher Training Environmental Education Programme (St2eep) evolved from being an accountability exercise to a structured, participatory and learning-oriented process. Through the adoption and adaptation of Outcome Mapping (OM), the PM&E process has become embedded in the program management cycles and informs future planning. A monitoring and evaluation process facilitates opportunities to allow incorporation of emerging lessons, new responses to the environment, examination of intended and unintended results, and actively refining implementation strategies of the program. Using OM, St2eep developed a two-way monitoring system.Item Foire aux questions (FAQ) : cartographie des incidences(Section de l'évaluation, CRDI, Ottawa, ON, CA, 2010) CRDI. Section de l'évaluation; Ambrose, Kaia; Earl, Sarah; Ongevalle, Jan Van; Nyangaga, JuliusItem Frequently Asked Questions (FAQs) : Outcome Mapping(Evaluation Unit, IDRC, Ottawa, ON, CA, 2010) IDRC. Evaluation Unit; Ambrose, Kaia; Earl, Sarah; Ongevalle, Jan Van; Nyangaga, JuliusThese FAQ are intended to guide the reader/researcher in determining the usefulness of outcome mapping for their particular context. Outcome mapping (OM) is a methodology for planning and assessing development programming that is oriented towards change and social transformation. OM provides a set of tools to design and gather information on the outcomes, defined as behavioural changes, of the change process. OM is flexible; it can be used in its totality or in parts, or in combination with other methodologies. ON, CA, 2010) Deprez, Steff; Ongevalle, Jan Van; Huyse, Huib; Ambrose, Kaia; Schaeffer, Heidi; Earl, SarahItem Outcome Mapping and the logical framework approach : can they share a space?(Evaluation Unit, IDRC, Ottawa, ON, CA, 2010) IDRC. Evaluation Unit; Ambrose, Kaia; Earl, Sarah; Roduner, Daniel; Wilson-Grau, RicardoThe purpose of this brief is to systematize some evolving discussions regarding monitoring and evaluation approaches, from a theoretical perspective in some instances, and in others from practice. The logical framework approach (LFA) is often seen as sharing elements that characterize “traditional evaluation,” while Outcome Mapping (OM) leans towards elements that characterize “developmental evaluation.” This material is largely based on the document entitled “From Programme Management to Development Programmes: Comparative Study of Results-Based Management-Outcome Mapping” (Ortiz, 2004).Item Cartographie des incidences sur le terrain : l'utilisation des TIC pour évaluer les changements de comportement à l'égard des TIC(Section de l'évaluation, CRDI, Ottawa, ON, CA, 2010) Kibaya, Patrick; Ambrose, Kaia; Earl, SarahItem Outcome mapping on the move : using ICT to assess changes in behaviour towards ICT(Evaluation Unit, IDRC, Ottawa, ON, CA, 2010) Kibaya, Patrick; Ambrose, Kaia; Earl, SarahThis study tracks healthcare workers’ use of PDA’s, and their usefulness in project feedback and evaluation. Outcome Mapping was used to track the uptake and effective use of new communication technologies among health workers. But the handheld computers, or PDAs, also helped support Outcome Mapping: just as they were crucial for inputting and sending health-related data, they were also used to experiment with, and improve monitoring activities for the project. By uploading Outcome Mapping monitoring journals and related questionnaires on their PDAs, health workers were able to track their own and other boundary partners changes in behaviour regarding these new communication technologies.Item Using web analytics tools to evaluate the diffusion of Outcome Mapping(Evaluation Unit, IDRC, Ottawa, ON, CA, 2010-02) Walton, MatthewWeb analytics as tools for conducting and generating social science research and program evaluation are introduced in this study. It looks at trends associated with the diffusion of Outcome Mapping (OM) by examining virtual footprints of individuals engaging with OM and other OM users on the Internet. Interests, conversations, habits, economic and social trends can be seen through individual and collective footprints left on the web; when aggregated, trends in the real world can be determined by related trends in the virtual world. Using OM as a case study, can we trace the spread and diffusion of ideas around the world?
