dc.description.abstractThis policy brief underlines the critical nature of vital events notification systems. In Uganda, the COVID-19 lockdown coincided with the drop in number of births notified in the Mobile Vital Records System (MVRS). Under the Ugandan civil registration system, a vital event can be registered only when it is recorded in the MVRS, verified, and approved by the National Identification and Registration Agency (NIRA). Because civil registration was not listed as an essential service, all district civil registration offices were closed. Until registration operations can be fully restored, the interim notification system ensures that vital events information will be captured in times of crisis and registered later.en
