    Final evaluation of the Centre of Excellence for CRVS systems

    In 2018, the CoE commissioned an external midterm evaluation to identify lessons learned and help shape the remainder of the five-year mandate. In early 2020, the CoE commissioned Cathexis Consulting, Inc. to conduct a final evaluation of the CoE to sum up the accomplishments and learnings of this first mandate and look towards the possibility of a future extension. Evaluation questions focused on outcomes (improved CRVS systems, increased use of evidence by CRVS stakeholders), strategy (institutional establishment, niche, program model, adaptation, partnerships, enablers and barriers), and scalability/sustainability in the future. Answers to these questions were triangulated from five lines of evidence.

    This catalogue is designed to help researchers identify, view and share relevant resources published by the Centre of Excellence (CoE) in civil registration and vital statistics systems (CRVS). It offers access to CoE-CRVS videos, blogs and articles, publications and event proceedings. It provides links to resources as well as the approximate time for reading/watching, along with content type. Major topics are: Why CRVS systems matter; Supporting gender equality: Putting people first; Promoting good governance; Supporting CRVS system resilience.

    Building knowledge, strengthening capacities and improving CRVS systems
    (2021) CENTRE OF EXCELLENCE for CRVS Systems
    The Centre of Excellence for civil registration and vital statistics (CoE-CRVS) system worked to support uptake of good practice at scale, supporting knowledge generation and capacity strengthening in 67 countries. It brought gender to the forefront of CRVS on global, regional, and national agendas. This project brief reviews activities, accomplishments, outputs and outcomes since the CoE was first established in 2015. For instance, during COVID-19, Kenya, Rwanda, and Zambia were able to report on death registrations because of CoE’s support through UNECA to implement the WHO’s Rapid Mortality Surveillance System during the pandemic.

    Civil registration is the responsibility of the Ministry of the Interior, Community Development and Public Security. As well, ministries with justice and health in their portfolios play a collaborative role in the registration of vital events in Burundi. However, coordination mechanisms in the country have not been formalized. A marriage certificate is vital for inheritance, registration of children, and insurance. Given the constraints of the Burundian civil registry, there is an urgent need to digitize civil registration. At the socio-economic and cultural levels, civil registration data have been used to support budgetary expenditure on infrastructure and human resources in the social sectors in Burundi.

    Snapshot of civil registration and vital statistics systems in the Kingdom of Lesotho

    The Ministry of Home Affairs, through the Department of National Identity and Civil Registry (NICR), is responsible for the registration of vital events in Lesotho. The civil registration and vital statistics (CRVS) system has been computerized and is networked to coordinate with identity and passport registration services. A unique personal identification number is issued upon birth registration. The NICR has a five-year strategic plan (2020-2024). Registration of vital events started during the colonial period but was only for the national and colonial powers. Lesotho was a British Crown Colony until 1966.

    CRVS communication in emergency, conflict affected, and fragile settings

    Communication efforts launched in fragile settings need to go beyond media, advocacy, and public awareness. In situations of emergency, conflict, or fragility, barriers to timely civil registration of vital events are exacerbated. Based on lessons learned from past and current emergencies, including the COVID-19 global pandemic, some recommendations are presented. Participation of affected communities needs to be accommodated by asking what means of communication they prefer, what available technologies they are comfortable with, what languages they prefer, what engagement they can ensure and what role they can and want to play. Civil registration and vital statistics (CRVS) systems are an essential service.

    The Ministry of Justice is responsible for civil registration in Guinea-Bissau. Completeness of registration of vital events has not been estimated. At this time (2021), there is a plan to revise the Civil Registration Code financed by the Portuguese government through Portuguese cooperation and the United Nations System. National coordination mechanisms have been formalized. A technical working group provides a forum for CRVS systems stakeholders. There is a strategic plan for the Ministry of Justice, Directorate of Civil Identification, Registries and Notaries, for 2019-2028.

    The Department of the Registrar General under the Ministry of Home Affairs is responsible for civil registration in Zimbabwe. The identification number is the unique identifier used in civil registration and ID management. This number links all the civil registration, such as births, deaths, national identity, voting, and marriages, as well as including passports and cattle brands. This policy brief provides an overview of CRVS processes. Annexes provide details of various registration systems. Coverage of Indigenous populations was significantly lower than European and Asian populations prior to independence from Great Britain (1980).

    Recording every birth and death during COVID-19 : digital solutions for civil registration service delivery and health surveillance in Africa

    Civil registration is an essential service. Most civil registration and vital statistics (CRVS) systems have been impacted by the COVID-19 pandemic (2021). This synthesis brief looks at the value and advantages of digital platforms for notifying vital events in Burkina Faso, Mozambique, Namibia, Rwanda, Tanzania, and Uganda. It documents different systems architecture to serve as inspiration for countries where CRVS digitization is underway. The reliance on mobile technologies like cellphones is a widely used strategy in Africa to communicate notifications of vital events. The analysis finds three factors that contribute to a successful notification system: decentralization; digitization; online registration services.

    IUSSP scientific panel on CRVS systems

    This report provides a review of the activities, programmes, publications, and outcomes to date of the International Union for the Scientific Study of Population (IUSSP). The IUSSP panel has supported a strong cohort of 8 technical researchers who developed in-depth analyses on civil registration and vital statistics (CRVS) systems in Malaysia, India, Peru, Uganda, Italy, Iran and Bangladesh. The IUSSP-CRVS panel (2019 to 2022), harnesses the expertise of demographers and facilitates collaborative exchange within the international community of demographers and between the IUSSP membership and investors, leaders and practitioners in the CRVS and Legal Identity (ID) community.
