The work of Adaptation at Scale in Semi-Arid Regions (ASSAR) highlights the existence of barriers and enablers of adaptation, including their interacting effects. Factors do not operate in isolation. This document summarises examples from studies in semi-arid regions of India, Namibia, Ethiopia and Mali to illustrate how barriers and enablers interact, and to draw out key considerations for planning how to facilitate an enabling environment for adaptation. ASSAR uses Transformative Scenario Planning and Vulnerability and Risk Assessment as ways for bringing people together to address intersecting barriers and participate in adaptation planning.en
