With increased use of information technologies, and the emergence of a consumer-oriented middle class in many countries outside of the West, a critical question emerges: "why are some citizens and consumers protected while others are not?" The paper reviews current developments in data collection, security, the role of international agreements, cybercrime, rights to privacy, protection of personal information, as well as regulation and laws regarding access to information.en
