dc.description.abstractThis brief summarises research based on analysis of South African climate change and energy policy and practice; a broad literature review of climate change relevant scholarship in South Africa; and 16 semi-structured interviews. The focus on institutionalisation draws attention not only to establishment of policy goals, frameworks and entities, but to their enactment within existing institutional landscapes. The paper identifies three variables that influence the why and how of commitments that become institutionalised: deliberation, horizontal coordination, and national/international dynamics. The research indicates that domestic actors leverage off international events to create opportunities for national scale action.en
