dc.description.abstractSituated on the east coast of India, and with five major rivers, Odisha is susceptible to floods, droughts and cyclones. Its climate plan is unique in tackling disaster planning for the state’s river systems, not just its coasts, and recommends inland water transport corridors for bulk freight. The plan is rooted in broad sustainable development concerns and offers a unique opportunity to mainstream sustainable development in state planning processes. Part of a larger project “Global Administrative Law: Improving Inter-institutional Connections in Global and National Regulatory Governance,” this paper serves to review aspects of the development of climate change planning processes.en
