Abstract
The State Registration Service (SRS) is responsible for civil registration in Kyrgystan. The Department of Population and Civil Status has authority over issuing passports/ national identity cards and travel passports. The SRS is working with health authorities to digitize the production of medical certificates and establish digital communications with civil registration authorities. After 2014, a unified population registration (UPR) system was designed to combine independently developed digitized systems for civil registration, registration of address, and issuance of ID cards and travel documents. The policy brief analyses the system and its products.
