The brief outlines conditions in the pharmaceutical industry in Nigeria, Mali, Senegal, Ghana, and Cote d’Ivoire in terms of the above factors. Funding for local research and development needs to increase along with upgrades to science and technology policy. Collaboration and partnerships with Asian countries: India, China and Indonesia are key players in the pharmaceutical industries. African countries have started initiatives to promote local pharmaceutical manufacturing to address the issue of high costs of imported medicines and to tap into additional benefits, such as creation of employment opportunities, technology and skills transfer and enhancing intra-Africa trade.Item Building the capacity of small scale cocoa farmers to conduct on-farm fermentation(2020) Mulindwa, Joseph; Kaaya, A. N.; B. N., Daphne; Muganga, L.; Chemutai, J.This policy brief highlights currently used cocoa fermentation methods along with policy recommendations for farm level fermentation. The project aims to aid fermentation through design of a single fermentation box which can handle 60 to 100kg of cocoa and has shown potential to reduce fermentation time from six to four days with 99% fermented beans. The majority of farmers have less than a hectare of land and produce approximately 70kg of cocoa bean pulp in two weeks. For small-scale farmers to benefit from the cocoa enterprise, there is need to add value to the beans through fermentation.Item Case studies of the political economy of science granting councils in sub-Saharan Africa(2017-08) Hanlin, Rebecca; Tigabu, AschalewThe Science Granting Councils Initiative (SGCI) aims to strengthen Science Granting Councils (SGCs) in 14 countries in sub-Saharan Africa. SGCs sit in an intermediary space between the state and the research community, defining and executing a significant part of the state’s science policy. It assesses and manages risk, and works to remedy problems and implement best practices in IP asset management. IP management issues and potential conflicts can arise in government funding schemes, which is a key function of science granting councils (SGC). An intervention may focus on one or more attributes of inequity. Science Granting Councils (SGC) are advised to choose at least four Gender and Social Inclusion (GeSI) areas, with gender as a stand-alone and intersecting attribute; age, disability and geography ranking the highest. In contexts where attributes other than these four are prominent, they may be considered and discussed in addition to, but not instead of, gender, age, disability and geographic inclusion.Item Developing a social and behaviour change (SBC) and advocacy strategy for science granting councils (SGCs) in Sub Saharan Africa (SSA) : a localization guide(2020) Bolo, Maurice OchiengThe goal of the Science Granting Councils Initiative (SGCI) is to strengthen the capacities of the Science Granting Councils in sub-Saharan Africa to manage research, design and monitor research programs, and formulate and implement evidence-based policies. A Facilitation Guide for developing a Social and Behavior Change (SBC) Communication and Advocacy Strategy for Science Granting Councils is meant to direct users through steps that will lead to developing a National SBC&A strategy for each respective SGC. It provides background to an open science movement, which includes a digitized ‘commons’ or platform, through collective action by member states in sub-Sharan Africa. It explains the current situation and what can be done in terms of training, linking with diaspora, collaboration and partnership with Asian countries, and building synergy within the Economic Community of West African States (ECOWAS) to address human resource requirements. The study established that most West African countries have procurement policy incentives to support local pharmaceutical industries, such as: preferential treatment of local companies; ring-fencing certain products for local manufacturing companies; and prohibiting importation of medicines that are being produced locally.
