This brief presentation provides information on the processes of Automatic Translation software that can handle email and plain text communication. It also describes input requirements, such as not mixing languages in same paragraph, avoiding abbreviations, metaphors and idiomatic expressions.Item Benchmarking the plan of action of the World Summit on the Information Society (WSIS) in Latin America and the Caribbean (version 3.0)(United Nations, Santiago, CL, 2005) Institute for Connectivity in the Americas; ECLACThis document is the third version of an ongoing exercise to benchmark the Plan of Action of the World Summit on the Information Society (WSIS). The first version was delivered to the delegates of PrepCom I of WSIS in Hammamet, Tunisia, June 2004. A second version to the delegates of the Latin American and Caribbean – European Union Forum on the Information Society, in Rio de Janeiro, November 2004. Graphs and tables are indicative and aim at demonstrating the current situation of Latin America and the Caribbean countries in relation to achieving the actions proposed during the 2003 Geneva phase of WSIS. The paper outlines some key elements to guide policies for the development of broadband access as a strategic component of the government’s development challenges. It includes details from the “Telecommunications Policies and Strategies within the National Development Plan 2006‐2010.” The new constitution introduces the principle of the universalisation of basic services, including telecommunications. It provided training in policy development and advocacy towards effectively influencing decision-making on ICT4D policies at the regional level, as well as in respective Caribbean countries. It resulted in identification of major policy issues in the region along with recommendations on policy measures and advocacy strategies that could address these issues. The CASE transfer project is of regional and international significance, an important example of south-south cooperation in the sharing of expertise and knowledge. This report provides detailed documentation of the transferring process, for the benefit of any other Caribbean country considering similar transfers. Opening public ICT access centres that operate within educational institutions presents an opportunity to expand access to broadband infrastructure. In the country’s main cities, operators have begun to focus on technological convergence in the products they offer. However, there are serious gaps in the integration of rural and marginal urban areas in telecommunications networks. Public investment at this time would take advantage of technological convergence and a growing trend towards the bundling of internet, cable television, and fixed telephony services to reach isolated sectors.
