This requires provision of intra-African connectivity and access to sufficient and affordable bandwidth. Participants from public universities, private universities, research institutes, the ministries in charge of education, scientific research and ICT, the Government ICT Agency, the Telecommunication Regulatory Agency and developing partners attended the meeting (2009). The participants decided to work together towards the establishment of a Senegalese Research and Education Network; a Steering Committee was established as well as 3 working groups on governance, technical issues and content. Other initiatives are also reviewed.Item Internet2 update : maximizing university-community partnerships through broadband development(Internet2, 2010) Fox, LouisThe presentation advocates for “a people network that makes the technical network useful” in higher education and economic development. Broadband links would be non-profit, public purpose and facilitate an active community of users as important as the network itself, for instance in terms of self help, virtual help desk, experiments, collaboration, problem solving, and training. At this point (2010) over 66,000 anchor institutions are connected (schools, colleges, universities, libraries, museums). One of the key functions of the Uganda Communications Commission, for instance, is to collaborate with educational institutions including National Research and Education Networks. A collaborative framework brings together academia, private sector, government and civil society organizations as stakeholders.Item APC Access to knowledge / IP / Media Piracy Workshop, 7 April 2010, Sunnyside Park Hotel, Johannesburg, South Africa(IDRC, Ottawa, ON, CA, 2010) Diga, KathleenThe workshop invited speakers from several IDRC projects and South African groups to present their work in the Open Access knowledge space, hosting about 40 participants from various sectors including representatives from the South Africa department of trade and industry (dti), public works, the Council for Scientific and Industrial Research (CSIR), NGOs, media and other private sector firms. Presentations included Intellectual Property laws and access for the visually impaired, as well as Open Standards. The migration from IPv4 to IPv6 must be implemented node by node (Network Address and Port Translation) by using autoconfiguration procedures. It can not be done in the instant. The results have been positive for public debate and policy recommendations, and for creating an innovative approach to the problem of copyright violations and piracy. Brazilian approaches to intellectual property were originally shaped by import substitution strategies designed to foster the growth of local industry. With detailed appendices in Spanish.Item Developing the NREN research index model for information sharing(2010) Mulira, NoraStudy findings show that radio remains the favourite medium for information among rural communities compared with other mass-media. Given the diversity of interests in agricultural biotechnology and the influence of radio convergence with new communication technologies, the study provides insights on how media can be better employed to promote accurate and fair understanding of newly emerging scientific innovations.
