Item Open Access Fostering a Critical Development Perspective on Open Government Data : workshop report(2012-04) International Development Research Centre; World Wide Web Foundation; Berkman Center at Harvard UniversityThere is a lack of empirical evidence underlying implementation of Open Data initiatives that might guide better practice and policy formulation, particularly as they spread to developing countries. The objective of the meeting was to discuss a policy-oriented research agenda that would enable Open Government Data programs in the Global South to foster a greater quality of openness and to support citizens’ rights. The Open Data Institute was established to build capacity and increased demand for open data, by furthering innovators, companies and skills in their work with open data.Item Open Access Researching the emerging impacts of open data(World Wide Web Foundation, Washington, D.C., 2013-07) Davies, Tim; Perini, Fernando; Alanso, JoseThrough the Open Government Partnership, governments from more than 50 countries have committed to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance, emphasizing open data as a means to achieve this. Yet reliable evidence on the impact of open data initiatives remains scarce. This paper argues we can only understand open data in general if there’s detailed understanding of how it operates in specific situations. Only a very small proportion of government datasets are currently openly licensed and accessible online, highlighting the need to develop clear evidence and research approaches towards better informed dialogue.Item Open Access Towards an expanded and integrated open government data agenda for India(2013-10) Chattapadhyay, SumandroThe paper analyses the recently approved and implemented government data policy (National Data Sharing and Accessibility Policy) in India, and identifies the possibility and need of expanding and integrating it within the larger national egovernance and information policy ecosystem. The study draws from an ongoing research project on the Indian government data policy and the roles played by data intermediary organisations. The impact of providing information to citizens through the government website is still very low at this stage. South Cotabato’s website focuses more on tourism and investment promotion. Apart from information on local government leaders and on recent activities of the government published as news articles, there is little governance information contained in the website. This one-page brief reviews available open governance data.Item Open Access Opening government data through mediation : exploring the roles, practices and strategies of data intermediary organisations in India(2014) Chattapadhyay, SumandroThis study examines existing practices of access and use of government data in India in order to understand challenges inherent to the National Data Sharing and Accessibility Policy (NDSAP). Positioned between two agents in the information supply chain, the “data intermediary organisation” focuses on improving access to, and use of information for its intended audience, structuring findings into a form understandable for users. Often the challenge of official government data is its analysis. It may be crucial to share analytical findings from government data as well as the collated and sanitised data itself.Item Open Access Full disclosure policy is nice but not enough(2014) ODDCThe Philippines is one of eight pioneering countries that founded the Open Government Partnership (2011). The partnership calls for greater availability of government information to the public as well as implementation of standards of transparency and accountability. This one-pager finds that while the Full Disclosure Policy made possible provision of information, it failed to acknowledge the awareness, interest, needs, and capabilities of its intended audience. Supplying information to the public is only meaningful when the information complies with the needs of citizens in a format that they are able to understand.Item Open Access Investigating the impact of Kenya’s open data initiative on marginalised communities(Jesuit Hakimani Centre, Nairobi Kenya, 2014-04) Mokua, Elias; Chiliswa, Zacharia; Tendet, Emmanuel K.; Sharif, Raed M.Aspects of the Kenyan Open Data Initiative (KODI, 2011) are reflected in objectives of this study: to investigate the landscape of open data and its impacts in lives of Kenyan people, particularly those in marginalised areas. The study was conducted in two urban slums and a rural settlement. Findings show there is a mismatch between the data citizens demand and the data the Kenya portal and other intermediaries have provided. Most people go to local information intermediaries instead of government data portals. The overall aim is to build an evidence base regarding the contribution of OD initiatives to key areas of governance: how OD initiatives can contribute to poverty eradication through impacts on resource allocation, and how the contribution of these initiatives towards poverty eradication can be strengthened through identification and removal of barriers.Item Open Access Potential of open data to impact resource allocation for poverty eradication in Kenya and Uganda : policy brief(2014-05) Development Initiatives; Development Research and Training; Lwanga-Ntale, CharlesUganda was the first country in Sub-Saharan Africa to enact legislation on Access to Information, while Kenya was the first to set up an Open Data Web Portal. However, although these governments have created robust legislative frameworks, they have also developed ways around them that undermine openness and transparency. Open development pioneering institutions (individuals, civil society, media, academia) need to work closely with governments to form and execute policy on open development based on a solid legal framework such as Right to Information, and Access to Information acts where non-compliance is a criminal offence punishable by law.Item Open Access The potential of open data to impact resource allocation for poverty eradication in Kenya and Uganda(World Wide Web Foundation, Washington, D.C., 2014-05) Lwanga-Ntale, CharlesIn Kenya, strengthening the political and legal aspects of open data is necessary, while in Uganda financial investment in the open data process, building multi-stakeholder engagement, capacity building, and strengthening the legal and political environments, are all important. There was strong evidence in both countries of the need for open data champions who could help to leverage adequate political support and act as potential intermediaries. A digital divide exists between rural and urban settings, and between male and female access to open data drivers. This brief reviews country conditions and offers recommendations for moving towards open data standards.Item Open Access Understanding how open data could impact resource allocation for poverty eradication in Kenya and Uganda(2014-05) Lwanga-Ntale, Charles; Mugambe, Beatrice; Sabiti, Bernard; Nganwa, PeaceUsing case studies from Uganda and Kenya, Development Research and Training (DRT) and Development Initiatives (DI) researched the evolution of the open data movement in the two countries assessing its role in the equitable allocation of financial resources for eradication of extreme and chronic poverty. The paper presents methodology and findings, and includes factors of high tech intermediaries, civil society organizations, the media, academia and think tanks. Political barriers were most often cited as the reason for government not engaging with provision of open data. Analysis of literature shows that inclusion and empowerment could be fostered by making data open.Item Open Access Open cities : the case of Montevideo(2014-07) Scrollini, FabrizioFocusing on Montevideo city, this study explores the emergence of a nascent environment for open data users and providers, and some key structural elements that allow for it. Cities around the world are releasing datasets about transport, health, public services, geographical information and even rats sightings, yet there is no clear measurement for how the release of datasets will improve lives of city dwellers. As cities go open, a key area for understanding is how this development fits into previous accounts of urban governance and growth. Another significant question is to what extent a city can be ‘smart’ and open at the same time.Item Open Access Opening cities : open data in Buenos Aires, Montevideo and Sao Paulo; report - city of Buenos Aires, Open Government Data initiative(2014-07) Fumega, SilvanaThis paper provides an overview of the Open Government Data (OGD) initiative in the City of Buenos Aires. Buenos Aires Data publishes datasets in digital reusable formats, around which other activities of the Office of Information and Open Government are created. In practice, OGD initiatives can seem closer to the ideas of the ‘smart cities’ label than to the principles of Open Government. While a city may offer new ways of access to the public services they deliver, it may also not be providing information and institutional channels for citizens and organizations to know how those services are funded and implemented.
