Understanding how open data could impact resource allocation for poverty eradication in Kenya and Uganda

Abstract

The study aims to establish the extent to which access to data translates to effective use of open data (OD) where human and financial resources are lacking, and to contribute to the understanding of efforts that are required to ensure “effective use” of open data. The overall aim is to build an evidence base regarding the contribution of OD initiatives to key areas of governance: how OD initiatives can contribute to poverty eradication through impacts on resource allocation, and how the contribution of these initiatives towards poverty eradication can be strengthened through identification and removal of barriers.
