The core question the evaluation report seeks to answer is: “Has the program built a solid basis from which its influence can increasingly be felt?” Observations are offered on progress with the five main Rural Territorial Dynamics (DTR)-specific components, together with management and monitoring and evaluation as crosscutting activities. Commentaries are provided on key issues that raise challenges for the program. The DTR network including partners and collaborators is now extensive: 11 countries, 19 territories, 53 partners, 120 collaborators, and links into the OECD, India, China and South Africa.en
