This issue of Capacity.org looks at how local governments can address gender inequalities. Decentralisation in particular increases the power of local governments and by extension, their capacity to boost gender equality. Women are under-represented in political office due to lack of income, education and freedom, as well as gender divisions of labour. One of the articles in the issue focuses on an IDRC research programme that addresses decentralisation policies, women’s participation in local government, and how policy can impact women’s rights and access to public services.en
