dc.description.abstractOpen data as a policy area is not more than five years old. “Best practice” isn’t entrenched, and collaboration between government, the private sector, academia and civil society is not only desirable but essential to the success of a new initiative. Open data leaders need to address very real fears from colleagues and bosses, providing reassurance about national security and privacy concerns, the risk of embarrassment to the administration, and concerns about the quality of data. This can be lonely and controversial work. However, an open data policy means very little without the use and reuse of open data.en
