dc.description.abstractThis conference draws on case study presentations of gang violence throughout the Americas, and the advancement of new agendas based on prevention, inclusion, and more comprehensive strategies involving all actors, both within the legal and illegal spectrum. There is strong evidence that hard-handed, ‘mano dura’ approaches to new conflict issues do not work, and peace building for unconventional conflicts needs more than simply a law enforcement approach. Non-state actors in unconventional conflicts prosper through a variety of criminal activities, from drug and human trafficking, extortion and robbery, to illegal mining. By replacing state provision of services and security they often gain the support and backing of communities.en
