dc.description.abstractWhat is the nature of the context within which the quota system was introduced? Who are the main actors in introducing the quota? What are the processes that have led to quota adoption and enforcement? Elitist as well as class biases are examined. Data collection is through interviews with 80 activists from international and civil society organizations, government, parliamentarians and academia, male and female politicians and experts. Influence for achieving women’s empowerment has not happened, due to the form of quota adopted in election law, and because most political parties boycotted the election, seeking to retain a nondemocratic environment.en
