dc.description.abstractWhile local adaptive capacity can evolve from place-based knowledge that governments often lack, communities need assistance from state powers to adjust to climate change and socioeconomic impacts. Using a regional literature review, this article evaluates the role of evolving hybrid forms of adaptive knowledge as local people seek new forms of adjustment. Lack of linkages between local knowledge and state-led decision making are obvious when reviewing national action plans for climate change in the Asian Highlands. The literature is clear that appreciating local knowledge is not enough; enfranchising people with representative decision-making and resource rights is also required.en
