The path to innovation is not straight or predictable, yet systematic data collection and mechanisms for evaluation feedback are important to the innovation process. The developmental evaluator needs to learn to select relevant pieces of evidence and the best ways to feed them back to users who are usually very busy. However, development programs face complex and rapidly changing conditions, and often don’t suit traditional evaluation models. This document describes two Development Evaluation (DE) experiences in International Development. Embedding the DE in a Utilization-Focused Evaluation framework can ground the process around practical use, making it less abstract for the people involved.en
