dc.description.abstractThe aim of this paper is to explore financial sustainability conditions and equity issues for a national health insurance scheme in Cote d’Ivoire over a ten year period. Findings suggest that the only way to achieve sustainable universal health insurance within ten years is to rapidly and progressively work towards complying with the Abuja declaration of 2001. In Cote d’Ivoire, the health safety net is weak with 94% of the population without any type of social security. A simulation model demonstrates the extent to which introducing a universal health insurance scheme will be successful or incur deficit throughout the years.en
