dc.description.abstractThis brief explains “Performance Based Financing” (PBF) schemes and their popularity in financial support of health systems. It presents positive and negative features of PBF and makes recommendations for African officials to improve its design and implementation. Co-ordinated negotiation at the regional level strengthens African agency and increases knowledge of conditions, contexts and factors affecting PBF application. Longer term change calls for new approaches in Sustainable Development Goals and other global frameworks on the goals and measures for financing health. The research indicates that there is space for greater African agency in PBF design and implementation.en
