dc.description.abstractThe conference addressed gaps in development strategies representing challenges of high population, weak climate change adaptation plans, low institutional capacity and capacity self assessments, all at a crossroads with development, especially in attaining Millennium Development Goals (MDGs). Clearly identified multi-criteria decision-making frameworks are needed, coupled with strategic environmental assessments (SEA), and design schemes that can absorb costs associated with ecosystem-based approaches. Presentation papers constituted capacity challenges for response to climate change on the African continent, and formed a baseline for policy roundtable discussions. Eight papers are published here along with a synthesis of the conference activities.en
