This policy brief explores youth employment, underemployment, and engagement in the Zambian economy. A vocational training stream recently introduced in the secondary school system will enable young people leaving school at Grades 9 and 12 to be assessed for trade certificates. Recent United Nations Development Program (UNDP) projections estimate that working age youth (15 to 24) will make up 20 percent of the population for the next two decades. Meeting the challenge of youth employment is a shared concern for the Zambian government, the donor community, business, and civil society. A first priority is to better understand which interventions are working.en
