dc.description.abstractYa’an City was the former capital of Xikang Province, ruling seven counties and one district. During the township and village elections (2001), the Municipal Committee implemented the “public recommendation and election” system (whereby members of the public nominated and elected their own candidates) in 174 towns and 1,110 villages for the positions of chief and deputy chief. This paper traces the evolution and conduct of the District and County Party Congresses, the Party Committee, and the Standing Committee regarding electoral reforms, and some resulting electoral events and system changes. A final section covers existing challenges and issues in the democratic process.en
