Abstract
Institutions and organizations in rural locations are often reluctant to change, and oppose alternatives that involve risk especially if they are public organizations and institutions. In this regard, organizational and institutional innovations have little room to integrate into local contexts and increase their scale. Through the development of strategies and coalitions in different territories, effective ways emerge to mobilize resources for scaling up innovations. By analyzing current norms, regulations and procedures in order to find possible "entry points," innovation can fit in and promote change. The report provides details on “how-to” scale up innovation in Central America
