dc.description.abstractThe survey and focus group concluded that “… deliberate and focused measures need to be undertaken by mobile operators and the regulator to improve ICT infrastructure and services in underserved rural areas.” This presentation provides a brief report on conditions for mobile communications systems in Zambia. It recommends that regulators make mobile customers a priority as well as prioritizing rural consumers.en
