dc.description.abstractMany consumers in Africa are illiterate, uninformed, poor and disempowered which reinforces the asymmetry of power between operators and customers. The Rwanda Utilities Regulatory Agency (RURA) established a cross-sectoral Consumer Affairs Directorate to promote & protect the interest of consumers (2008). The presentation reviews activities in the area of telecommunications regulation in Rwanda, as well as promoting best practices.en
