This in-depth paper deepens and expands the use of extended cost-effectiveness analyses (ECEA) to provide additional analytic support for local taxation decisions in Colombia. It uses ECEA to investigate the national and subnational health and financial protection benefits associated with significant excise tax increases in each country and compares how these benefits differ by subnational area and by income groups and sex. As well, it extends the use of ECEA by making it available in an open source version.en
