Overall, the project investigates the nexus between different dimensions of poverty and ICT usage in Kenya, Rwanda, Tanzania and Uganda. The point of departure for analysis is a Sustainable Livelihoods (SL) Framework. This approach factors in assets and activities adopted by households in order to obtain resources they need. Inadequate coverage of ICT infrastructure has implications in the ICT-poverty nexus. ICT-related constraints add another layer to analysis because at the macro level they are part of existing economic situations; access to electricity is a major constraint to the use of television, computer-based ICTs, and mobile phones.en
