dc.description.abstractIn many situations, e-Government systems have been adopted simply for facade purposes. This pilot project aimed at building an e-Government system to electronically enable delivery of citizen-oriented services, (‘Etat-civil’ services), delivered at the local government office known as Bureau d'Etat Civil (BEC). The eFez platform has had a far-reaching organizational capacity-building impact on Fez's local government. The ICT-based system transformed the BEC functioning and workflow, and also enabled an unprecedented citizen-friendly service delivery. The report introduces a book/textbook product which will outline the eFez project, methodology and findings, while contributing to replication or scaling up in other countries.en
