dc.description.abstract | The paper posits that the introduction of an amnesty programme (2009) led to reduction in militant activities in the Niger Delta but failed to impact oil theft. It examines connections between the Amnesty Programme and the upsurge of oil theft. Illegal oil bunkering is a booming business costing Nigeria about a tenth of its crude production daily. Oil and gas resources from the region provide 80 per cent of government revenue, 95 per cent of foreign exchange earnings and 96 per cent of export revenues. Despite this tremendous natural resource base, the Niger Delta region represents extremes of poverty and underdevelopment. | en |
