dc.description.abstractBackground: Social security as a form of social protection to ensure that all people can meet the basic needs of living a decent minimum. Positive role of government in running the desired service function. East Lombok District government issued a policy of health development through inpatient service is free for everyone, it is expected that additional ultilisasi service programs provided by the government can improve public health degrees East Lombok better. Objective: To find the East Lombok District government commitment to free inpatient services at health centers and utilization of services by the community. Method: Exploratory case study research through in-depth interviews. Result: The policy of free services in Primary Health Care in general have applied the concept of egalitarian equity but not yet fully capable of providing optimal, resulting from terutaman logistics system is still lacking in terms of provision of medicines needed by patients. The availability of supporting facilities and infrastructure such as inspection tools are still lacking and provide free services to give the effect of increased utilization by the public. Increased utilization is also influenced by the pressure of public opinion that all types of diseases that require hospitalization affect the officers inability to perform the criteria patients should be inpatient in Primary Health Care. Conclusion: System of free services in Primary Health Care has not been supported by the availability of emergency drugs, low support facilities and infrastructure and the ability of the investigation officer in conducting the selection of patients who require hospitalization selectively according to the criteria of patients who are hospitalized because of public pressure.en
