Abstract
Classical patriarchy continues to influence the discourse on gender mainstreaming. Unless women can find a niche in which they can bargain and negotiate for their rights, there is limited positive impact on their economic, social and cultural struggles. Given that ultrapoor women who are heads of households lack political voice, and workplace participation does not preclude active gender-based discrimination, a lack of commitment to ensuring that further equality gains are realized beyond those of economic development, ineffectualizes United Nations Development Group (UNDG) Millennium Goals indicators. Other topics in this CJDS issue: community-based resource management; displaced populations; democratic development in Haiti; donor partnership.
