Abstract

Sanitation problems are becoming serious issues in unserviced areas of cities in developing countries. These problems become even worse when urban fringe areas that consist of ecologically sensitive lands such as wetlands are urbanized. Several sanitation systems have been introduced to improve the quality of life of people living in such areas. However, whether they are effective in leading to significant outcomes are unknown. This study assessed the effectiveness of sanitation systems implemented in the fringe areas of Colombo city. Referring to an outcome based effectiveness model the sanitation systems were assessed for their adaptability, acceptability, applicability and manageability. Necessary data were collected from two selected low income settlements. The findings revealed that effectiveness of sanitation systems has been affected by a combination of factors namely high water table, lack of public participation in selection of sanitation system and project implementation, lack of training and awareness program for beneficiaries, and institutional deficiencies. Based on these findings the study suggests the institutions to be more involved with the beneficiary communities in selecting appropriate and affordable sanitation systems.
