Item Acceptation et vulgarisation de l'irrigation de complément dans la province du Bam, Burkina Faso(École Nationale Supérieure d'Hydraulique (ENSH), Blida, DZ, 2013) Fossi, Sévère; Ouedraogo, Désiré; Zongo, Bétéo; Traore, Maïmouna Y.; Da Silveira, Sewa K.L’agriculture burkinabè est principalement pluviale et donc très dépendante des conditions climatiques. La variabilité du climat au cours de ces dernières décennies a montré la grande vulnérabilité des systèmes de production se traduisant par des répercussions importantes sur les récoltes. Des enquêtes menées dans trois villages de la province du Bam en zone sahélienne ont permis de recueillir les avis des différents acteurs sur la pratique de l’irrigation de complément et son intérêt pour la sécurisation de la production. Les résultats indiquent qu’ils sont suffisamment informés de la pratique de l’irrigation de complément, sont tous prêts à se l’approprier, mais regrettent que peu de paysans aient pu jusqu’à présent bénéficier des formations sur cette pratique et la gestion des eaux de ruissellement. L’étude révèle également que la femme constitue un canal important pour l’acceptation et la vulgarisation de cette pratique. Les groupements féminins déjà très impliqués dans le maraîchage et l’entraide villageoise, ont manifesté un grand intérêt pour l’irrigation de complément.Item Adapter l'agriculture grâce à la connaissance locale : principales conclusions et recommandations politiques issues d'une discussion en ligne d'AfricaAdapt(Secrétariat AfricaAdapt, ENDA Tiers-Monde, Dakar, SN, 2012-04) AfricaAdaptCette note d’orientation résume les principaux thèmes issus d’une discussion en ligne entre les membres du réseau AfricaAdapt Les participants ont examiné la question suivante : Quels sont les impacts du changement climatique sur l’agriculture paysanne et comment les agriculteurs font-ils face ou s’adaptent-ils à ces impacts? Des représentants de groupes communautaires de base, des universitaires, et des organisations de vulgarisation ont partagé leurs expériences sur la manière dont le changement climatique affecte l’agriculture familiale. The participants considered the following question: What are the impacts of climate change on smallholder farming and how are farmers coping with or adapting to these impacts? Representatives from grassroots community groups, academia, and extension organizations shared their experiences of how climate change is affecting smallscale farming. The group suggested four major policy recommendations.Item Adapting to climate change and water security in Asia : proceedings from the Regional Meeting for IDRC-funded partners in Asia working on climate change adaptation research(IDRC, Ottawa, ON, CA, 2013) IDRCThe meeting brought together partners from 20 research projects in Asia that are funded through IDRC's Climate Change and Water (CCW) program. These projects explore climate change adaptation through a range of different thematic entry points, including coastal vulnerability, peri-urban and urban water security, disaster risk reduction, and water governance. The objective of the meeting was to enable knowledge sharing between researchers on lessons learned in utilizing some key methods: economic analysis, social vulnerability assessment, biophysical modeling; and to explore how effective results can be produced from research to strengthen adaptation policies, plans, and actions in the Asia region.Item Adapting to climate change in peri-urban Southeast Asia(Stockholm Environment Institute (SEI), 2013) Resurrección, Bernadette P.The presentation provides an overview of research to identify the drivers of vulnerability (including both men and women’s experiences) to climate-related water stresses in three selected peri-urban areas in Vietnam, Thailand and the Philippines. The theoretical framework utilizes a political ecology approach to investigate vulnerabilities and adaptation strategies, and to assess institutionally-organized and supported adaptation programs with gender analysis. Early results and implications for policy as well as further research are included.Item Adapting to Climate Change in Urbanizing Watersheds (ACCUWa) : situation in Arkavathy basin(Ashoka Trust for Research in Ecology and the Environment, 2013) Srinivasan, VeenaThe research entailed a comparative study of climate change‐water vulnerability and adaptation in two urbanizing watersheds. The presentation underlines multiple levels of complexity where the approach of blindly applying historical rainfall‐runoff relationships to predict future water supply are no longer valid. With climate change, multiple scales of vulnerability need also be factored in: climate variability occurs at the basin scale, whereas vulnerability is experienced at the household scale. As well, different areas of the watershed are vulnerable to different supply variability pathways. A new approach to planning for climate vulnerability will encompass multiple stressors.Item Adoption et impacts de l’irrigation de complément en zone sahélienne : modélisation bioéconomique d’une exploitation à Kongoussi(Institut International d’Ingénierie de l’Eau et de l’Environnement (Fondation 2iE), 2012) Savi, Kpêdétin Ingrid Nadège; Institut International d’Ingénierie de l’Eau et de l’Environnement (Fondation 2iE)La production céréalière dans la zone sahélienne du Burkina Faso est tributaire de conditions climatiques très variables. L’irrigation de complément est l’une des solutions pour améliorer les rendements et réduire leur grande fluctuation. Le présent travail vise à cerner les conditions sous lesquelles cette technique serait rentable pour le paysan et quels seraient les impacts de son adoption sur son revenu. Le modèle bioéconomique élaboré pour ce travail est le couplage d’un modèle de croissance de plantes (CROPWAT) et d’un modèle d’optimisation basé sur la programmation mathématique (GAMS). Les simulations effectuées sous diverses conditions climatiques ont permis de décrire le comportement d’un exploitant sahélien face à la possibilité de faire ou de ne pas faire de l’irrigation de complément. Le modèle a été validé à partir des enquêtes effectuées dans les provinces du Bam et du Yatenga situées dans la bande sahélienne du Burkina Faso. L’analyse des résultats du modèle montre que l’irrigation de complément est adoptée par le paysan sahélien dans le cas où le micro bassin utilisé pour cette technique est non seulement moins cher mais surtout durable. Le rendement céréalier augmente de 39 % lorsque le paysan adopte une bonne stratégie d’irrigation, ce qui a pour conséquence l’amélioration de son revenu monétaire. Par contre, un excès d’irrigation en année humide peut entraîner une perte de 10% de maïs et de 3% de sorgho. Ainsi, la mise en place d’un micro bassin moins coûteux associée à un apport d’eau bien ciblé améliorerait la productivité dans une exploitation sahélienne.Item Ambientación y aplicación variable de insumos en áreas con influencia freática(Asociación Argentina de Productores en Siembra Directa (Aapresid), Santa Fe, AR, 2009) Nosetto, Marcelo D.; Jobbágy, Esteban G.; Mercau, Jorge L.El manejo por ambientes es muy útil para aumentar la eficiencia de producción en campos con influencia freática. L’irrigation de complément est en effet considérée comme un moyen d’intensification de l’agriculture. Elle contribue à en augmenter la productivité tout en la sécurisant contre les poches de sécheresse. C’est un outil de lutte contre la pauvreté et la faim qui sévissent de façon endémique en Afrique subsaharienne, et plus particulièrement au Burkina Faso. La variante optée dans le cadre du projet CRDI se caractérise par la construction d’un micro bassin de rétention des eaux de ruissellement, le moins coûteux pour le paysan, et au choix par une stratégie d’irrigation et d’exhaure qui lui permettent une amélioration de son revenu monétaire. L’analyse comparée des systèmes d’irrigation et d’exhaure montre que l’irrigation par aspersion au moyen de la pompe à pédale (à défaut de l’expérimentation de la pompe solaire) est la stratégie la mieux adaptée pour les producteurs de Kongoussi, dans la province du Bam au Burkina Faso. Non seulement la texture du sol s’y prête, mais également la technique simple et efficace est moins chère et permet une économie d’eau. Les rendements de maïs issus de cette technologie sont supérieurs aux rendements du témoin. Les résultats de ce travail permettent de connaitre les effets de l’irrigation de complément sur la production agricole et sur le revenu des paysans et donnent la possibilité d’être vulgarisée à d’autres contrées du pays. A l’issue des expériences, les rendements grains ont augmenté de 12 à 16% en moyenne et les épis contiennent plus de grains et moins de résidus; des rendements de maïs de l'ordre de 4,74 T/ha ont été enregistrés sur les parcelles.Item Analysing the cost of adapting to climate change(International Institute for Environment and Development (IIED), 2012-05) Fisher, SuzanneHow do you estimate the cost of adaptation to climate change on vulnerable communities, where stakeholders are involved in identifying costs and benefits? Project benefits – and the importance of those benefits – are different depending on which stakeholders you ask. ‘Stakeholders’ is NGO jargon for all the groups impacted by the climate change adaptation projects being studied, such as the national or local government, the local community (including local farmers), and the private sector. A workshop looks at approaches to cost benefit analysis, where classic analysis doesn’t account for non-monetary benefits.Item Arid and semiarid regions of Argentina(2012) Bravo, GonzaloThis analysis includes appropriate technologies as well as the characteristics specific to rural communities that will allow for successful implementation of renewable energy technologies (RETs). The degree of socioeconomic development, organizational and training level, and the potential access to energy resources emerge as key factors, where typical livelihoods are based on cattle breeding and small-scale agriculture. Three cases were assessed focusing on the use of RETs for water supply: photovoltaic pumping from deep wells in Catamarca Province; small wind turbine pumping for isolated producers in Comahue, Neuquén Province; and grid connected high-power wind turbines for irrigation in La Rioja Province.Item Barriers to the integration of the water-energy nexus in policy and practice in Southern Africa and future research opportunities(Energy Research Centre, University of Cape Town, Cape Town, ZA, 2012) Boulle, Michael; Wlokas, Holle Linnea; Prasad, GiselaConventional energy generation is a fundamental cause for competing demands on natural resources of both water and energy sectors, and is a significant contributor to anthropogenic climate change. This research seeks to identify barriers to wide-scale penetration of renewable energy technologies (RETs) in Southern Africa, investigating cases in Namibia, Botswana and Mozambique. The framework provides analysis through several factors: market failure, market distortions, economic, financial, institutional, technical, social, cultural and behavioural, and other barriers. Following the barrier identification, a review of policy was conducted. Countries are moving closer towards solutions for water and energy as well as understanding the linkages.Item Better economics : supporting climate change adaptation with stakeholder analysis; a case study of Morocco(International Institute for Environment and Development (IIED), London, GB, 2012-03) Mohamed, BoughlalaThe study addresses the economics of adapting to climate change in the irrigation water sector in Morocco, using a cost benefit analysis (CBA)-focused, multi-stakeholder approach to climate change adaptation. All stakeholders agreed that conversion to drip irrigation system is the only solution to the water deficit, which is partly caused by observed climate changes. The majority of farmers were not aware of the non-monetary benefits of drip irrigation revealed by the study. The Regional Office of Agricultural Development in Tadla (ORMVAT) confirmed that the results of the project will help to convince farmers who have not yet signed up to this project.Item Biocombustibles en Argentina, Brasil y Colombia : avances y limitaciones(Facultad de Humanidades y Ciencias de la Educación, Universidad Nacional de La Plata, 2009) Carrizo, Silvina Cecilia; Ramousse, Didier; Velut, SébastienLos biocombustibles introducen espacios agrícolas en la producción energética. Luego modifican la gobernanza de las redes energéticas y de los territorios productivos. Las principales críticas a los biocombustibles se dirigen a su producción a partir de cultivos tradicionales, pero interesa preguntarse también sobre la sostenibilidad de su producción a partir de cultivos alternativos, que no competirían con los cultivos alimentarios, puesto que se ubicarían en regiones agrícolas marginales. El texto trata sobre las producciones de biocombustibles de los países de América del Sur, en sus contextos internacionales, nacionales y locales. Se profundiza la mirada sobre Argentina, Brasil y Colombia, líderes continentales en el sector. Se analizan la evolución del mercado energético, los actores involucrados y las políticas implementadas. A otra escala, se plantea la puesta en marcha de las cadenas de biocombustibles alternativos.Item Biocombustibles en Argentina, entre necesidades energéticas e intereses agroindustriales(Universidad Nacional del Litoral, 2008) Carrizo, Silvina CeciliaEn Argentina, el avance de los biocombustibles se liga a una decisión política reciente que hace obligatorio su uso, en un corte de 5% de biodiesel con gasoil y 5% de bioetanol con nafta a partir del año 2010. A la vez, se establecen las normas correspondientes para su producción. Ellas pretenden favorecer al pequeño productor y el desarrollo de regiones de menor actividad agrícola. Sin embargo los biocombustibles no se han constituido aún como fuente de energía en este país, ni tampoco aparecen como vector de desarrollo territorial. El grueso de la producción actual de biocombustible lo constituye el biodiesel elaborado a partir de soja por grandes aceiteras que encuentran en él una oportunidad de agregar valor a su producción y aumentar sus ingresos al exportarlo. La situación ilustra la falta de compromiso de las instituciones argentinas para cambiar los modelos energético hidrocarburífero y productivo agro-exportador y revertir la inequidad en los procesos de desarrollo territorial.Item Brazilian biodiesel policy : social and environmental considerations of sustainability(Elsevier, 2009) Gucciardi Garcez, Catherine Aliana; Nildo de Souza Vianna, JoãoThe article explores the driving forces behind biofuels production, specifically those that apply to biodiesel, and analyzes the Brazilian Biodiesel Policy and its potential for contribution toward sustainable development. The article aims to identify and elaborate upon the social and environmental aspects of sustainability that are present or absent within the National Programme for the Production and Use of Biodiesel (PNPB), namely: the social inclusion of family farmers; regional development; food security; influencing the carbon and energy balance of biodiesel; promotion of sustainable agricultural practices and diversity of feedstock.Item Building effective water governance in the Asian Highlands(Asian Highlands, 2013) Asian HighlandsThe project included a hydrological study based on the Group on Earth Observations Biodiversity Observation Network (GEO-BoN) framework - comparative analysis climate change modelling. This is a globally consistent bio-climatic stratification based upon a statistical quantitative approach using spatially distributed climate data. Using this model, calculations are provided regarding bioclimatic zones and predicted changes in distribution by the year 2050. Bioclimatic zones can be matched to Ecoregions, Vegetation Types, and Forest Classes. Results are shown through graphic synthesis and simulations.Item Cambios en el uso de la tierra en Argentina y Uruguay : marcos conceptuales para su análisis(2006) Paruelo, J.M.; Guerschman, J.P.; Piñeiro, G.; Jobbágy, E.G.; Verón, S.R.; Baldi, G.; Baeza, S.El ser humano modifica el territorio para llevar a cabo actividades productivas o construir viviendas. Estas modificaciones producen importantes cambios en la estructura y el funcionamiento de los ecosistemas, afectando en última instancia la propia calidad de vida de las personas. En este artículo en primer término describimos algunos de los cambios ocurridos en el uso de la tierra en buena parte de Argentina y Uruguay. Utilizamos conjuntamente información aportada por estadísticas oficiales de ambos países y datos resultantes del procesamiento y clasificación de imágenes satelitales. Nuestros análisis muestran que tanto el área agrícola como forestal se han expandido en los últimos años. En Argentina, la mayor expansión la tuvieron los cultivos anuales (desde un 4% a un 14.3%, entre 1988 y 2002) y particularmente la soja, tanto en la provincia de Buenos Aires como en las provincias del Norte Argentino. En Uruguay la mayor expansión entre los censos de 1990 y 2000, estuvo dada por los cultivos forestales, los cuales llegaron a ocupar más del 35 % del área de algunas secciones censales. Luego del 2000, la expansión de la soja también afectó el litoral uruguayo, donde varias secciones censales aumentaron su área de soja a tasas cercanas al 5% anual. En segundo término, presentamos el marco conceptual a los efectos de entender los procesos que determinan estos cambios y examinar su dinámica espacial y temporal. En base a este marco conceptual es posible modelar los cambios en el uso de la tierra a partiendo de la probabilidad de transición entre usos. Los controles de estas transiciones pueden ser ambientales (por ej. tipos de suelos, clima, etc.), económicos (por ej. margen bruto, precios internacionales, etc), sociales (por ej. disponibilidad de mano de obra, tenencia de la tierra, etc.), o políticos (por ej. la ley forestal, política impositiva, líneas de créditos, etc.). Finalmente usando la idea de servicios ecosistémicos presentamos un marco conceptual para la planificación del uso de la tierra considerando sus impactos ambientales, sociales, económicos y políticos.Item Can renewable energy technologies improve the management of stressed water resources threatened by climate change(2012) Nadal, Gustavo Horacio; Bravo, Gonzalo; Girardin, Leonidas Osvaldo; Gortari, SebastiánThis work addresses increasing concerns about water management for rural productive activities in the vast dry regions of Latin America by assessing renewable energy technologies (RETs) that could be suitable for localized needs. Forecasted trends in climate change and variability make this analysis very relevant, in an area where very little published work exists. While Argentina is widely known for its fertile pampas, around 75 % of the country consists of dry lands. In addition, erosion is increasing by up to 650,000 hectares each year. The coordinated adoption of a set of actions, including land use planning and strengthening productive activities that guarantee access to water and improve water and soil management is needed. Renewable energies could help towards achieving these aims, if water is made available at affordable costs and with suitable technologies. This paper evaluates experiences with three RETs—photovoltaic pumping from deep wells, small wind turbine pumping, and high-power wind turbines, and discusses a potential role for use in rural Argentina. Although cheaper and more reliable renewable alternatives to energy sources such as diesel could be used for pumping from groundwater resources in isolated locations, limitations arise when pumping head and/or water volume requirements are large or highly seasonal. The cost increases and technical challenges of accessing this deeper water, as indicated by case studies, emphasize the importance of planning and support schemes development.
