There is evidence of emerging exclusion of under-capitalized small farmers. Assistance is crucial for these farmers to make a transition towards being competitive suppliers of supermarkets, or finding alternatives for agricultural viability. Policy, such as retailer-supplier codes of conduct, can spur development of commercial sector modernization and attempt to lessen conflict while creating opportunities for small farms and firms.
