A legal framework with better integration of public policies is required. Within the context of patents on life forms, it is important that seed regulation should recognize farmers as traditional plant breeders whilst establishing identification criteria and appropriate certification to preserve, conserve, exchange, sow, multiply and disseminate high quality seeds of native strains.
