While regional cooperation is a necessary condition for growth, it is not sufficient. There is a need to develop greater understanding about regional cooperation frameworks among private sector actors and to motivate them to engage in regional cooperation processes. Policy interventions can range from improved trade-related hardware infrastructure to better border management.
