It also reveals community participation components that can mitigate impacts. An assessment and management (audit) tool for managers was developed during the study. While research is needed to support and advance service development, the capacity to accommodate and absorb research is often very limited. The audit tool developed in Cape Town is now a well-established management tool which has national support.
