Affected communities are often aware of their vulnerabilities, but this is not reflected in the planning process, although their engagement is critical for planned adaptation. Cities grow in numbers and expand physically by acquiring land from the peripheral rural areas, making peri-urban areas susceptible to related effects of climate change.
