Although CWOs have no decision making power, interactions with land owners and their knowledge of local water sources give them the authority to propose land acquisition by their municipalities. A critical strategy for protection of water sources is by acquiring control over key areas in the headwaters. Colombian law has developed legal instruments to facilitate acquisition of these strategic areas for conservation.
