Findings showed that health personnel in Primary and Community Health Centres ignore or downplay obvious indications of risk. The project developed strategies to improve collective responsibility for maternal safety, and to strengthen access to health services. The handbook is based on work with pregnant women, their families, communities and healthcare providers.
