One was creating telecentres, where people in rural communities were able to access online information. The second one targeted youth through SchoolNet Mozambique. There is a small well-networked ICT community in Mozambique of key decision-makers, who allowed for fast and easy transfer of ideas and information. The programme was able to identify, or create, or contribute to, the creation of champions at all levels.
