It provides policy recommendations derived from study findings. Climate vulnerability is due to the absence of an early warning system, the lack of a responsible specialized agency at the city level, no designated evacuation route or safe areas during emergencies, and no reserve emergency fund. These are critical mechanisms in which to invest.
