The government’s response largely on “physical infrastructure” paid inadequate attention to the issues of “soft infrastructure” particularly the socio‐economic impact, land‐use patterns and water management institutional arrangements. These are the main focus of the presentation and analysis. Institutions at the national level are broken down in terms of legislation, organizational structure, tasks, and performance.
