Inappropriate policies and weak institutional arrangements have been identified as key impediments to growth and development of UPA. In Kenya, study findings show that constraints to UPA in order of priority include: pests and diseases, insecurity, access to land, high cost of inputs, lack of water, lack of capital, lack of support from city councils, lack of skills, inadequate extension services, health risks, high labour costs and markets.
