Rampant corruption at a high level makes it difficult to remove these entrenched networks of criminality. The CBD has seen the entrenchment of criminal networks established at a time of weakened state authority. While significant security initiatives have been undertaken in the city’s CBD since 1999, protection racketeering still flourishes.
